Section 1 - Rules and Regulations
As rules go, we have relatively few—but what they lack in number, they make up for in importance.
1.1 The Prime Directive – Have Fun
If nothing else, this fan club is about having fun and sharing a love of Star Trek and sci-fi fandom. We seek through that love to make social connections with others, and hopefully to leave the world a little better than we found it—but we strive to do that all while having a blast.
1.2 Regulation II – We Are Free-to-Play
Membership aboard our chapters is free. We play together because we want to. Charitable donations are strictly voluntary and require detailed reports from those charged with disbursing funds. There are tangible benefits from membership in our parent organization, STARFLEET International (SFI), but a paid membership is not required to join in the fun.
However, participation in command-level decision-making and voting at the Regional or Fleet level does require an active SFI membership. This includes holding positions of responsibility at the chapter level and above.
1.3 Regulation III – Conduct Yourself with Honor and Respect
Infinite diversity in infinite combinations. Treat others in the manner you would like to be treated. Being bullied or mistreated because of one’s skin color, gender, creed, or sexuality isn’t fun—see The Prime Directive above.
1.4 Regulation IV – You Decide How To Play
Humanism and the optimistic view of the future are the hallmarks of Star Trek. As such, we want to do our best to avoid any gatekeeping. Uniforms are not required. Participation in all events is strictly voluntary. Lurking is a completely valid form of participation.
We want you to see this group as a safe space to share your interests and find positive support and social contact. Share your geekiness here so we can honor it.
Section 2 - Promotion System
The Region 16 suggests a distinctive promotion system that honors participation, commitment, and service across both fictional and real-world contributions.
2.1 Composite Rank Structure
The chapters of Region 16 apply a composite rank system that balances experience (LEVEL) with age and longevity (AGE) to determine member progression. This dual-factor system is meant to reward consistent effort, recognize leadership initiative, and reflect a member’s growth in the fandom community.
2.2 Definitions
- LEVEL: Represents years of active experience in fandom.
- All members begin at LEVEL 1.
- LEVEL increases by +1 per 12 points earned through participation.
- Points may be earned through:
- Active Service – event participation, content creation, leadership
- Inactive Service – continued membership over time
- AGE: The real-world age of the member in years.
- Composite Score: For enlisted rank, calculated as
AGE + √(LEVEL)
2.3 Promotion Policy
- Promotion Boards: Held annually on December 3rd.
- Maximum one promotion per year.
- All members are assigned Enlisted Ranks by default. Advancement to Warrant or Commissioned Officer ranks must be earned through merit and qualification.

2.7 Commission from Enlisted
- Senior NCOs or Chief Warrant Officers may be commissioned as Lieutenant / Captain upon meeting:
- Minimum LEVEL required for officer rank
- Minimum enlisted experience
- Junior NCOs may be commissioned as Lieutenant J.G. / First Lieutenant if eligible.
- Members who demonstrate leadership and fulfill LEVEL requirements may be directly commissioned at appropriate ranks.

第1章 - 規則と方針
当船における規則の数は決して多くありませんが、その内容は非常に重要です。
1.1 最高指令：楽しむこと
このファンクラブの根幹は「楽しむこと」です。『スタートレック』とSFの世界を共有しながら、他の仲間とのつながりを広げ、世界を少しでも良くすることを目指しています——もちろん、その過程も思いっきり楽しみましょう。
1.2 規則 II – 私たちは「無料で楽しむ」
当艦への参加は完全に無料です。私たちは、ただ楽しみたいから集まっているのです。慈善活動への寄付は完全に任意であり、資金の配分を担当する者には詳細な報告義務があります。
親組織であるSTARFLEET International（SFI）への加入には具体的なメリットがありますが、楽しむために有料メンバーになる必要はありません。
ただし、司令部レベルでの意思決定や、地域または艦隊レベルでの投票に参加するためには、有効なSFIメンバーシップが必要です。これには、チャプター内またはそれ以上の責任ある役職に就くことも含まれます。
1.3 規則III：敬意と誇りを持って行動すること
多様性の無限の組み合わせ（IDIC）を大切にし、自分が扱われたいように他人を扱いましょう。肌の色、性別、信条、性自認等に基づくいじめや差別は決して許容されません——詳しくは「最高指令」をご参照ください。
1.4 規則IV：自分のペースで参加しよう
『スタートレック』が描く未来には、人間愛と楽観主義があります。だからこそ、私たちはいかなる「ゲートキーピング（排除的態度）」も排する努力をします。ユニフォーム着用は必須ではありませんし、イベント参加もすべて自由意志によるものです。静かに見守る（いわゆる「ロム専」）のも立派な参加形態です。
このグループが、皆さんの好奇心と情熱を安心して共有できる「居場所」となり、ポジティブな交流と支え合いが生まれる場となることを願っています。あなたの「オタク魂」、ここで存分に語ってください。
第2章 - 昇進制度
第16地域では、フィクション上と現実世界の双方における参加、献身、貢献を称える独自の昇進制度を採用しています。
2.1 複合ランク構造
第16地域の各チャプターでは、経験（LEVEL）と年齢・在籍年数（AGE）の両方を組み合わせた複合ランクシステムを用いて、会員の階級進行を決定します。この二要素による制度は、継続的な努力を評価し、リーダーシップの取り組みを認識し、ファンダム・コミュニティにおける会員の成長を反映することを目的としています。
2.2 用語定義
- LEVEL：SFファンダム内でのアクティブな活動年数を表します。
- 全会員はLEVEL 1から開始します。
- 12ポイントごとに+1としてLEVELが上がります。
- ポイントは以下を通じて獲得可能です：
- アクティブ活動（イベント参加、創作、リーダーシップ）
- パッシブ活動（継続的な在籍）
- AGE：メンバー本人の実年齢（西暦ベース）
- 複合スコア：下士官の階級に使用。

2.3 昇進ポリシー
- 昇進審査：毎年12月3日に実施されます。
- 年間1階級までの昇進が可能です。
- 全メンバーは基本的に下士官階級として分類され、実績に応じて准士官または士官階級へ昇進します。

2.7 下士官からの士官任官
- 上級下士官または准士官が以下を満たす場合、大尉 / 大尉（Marine）として任官されることがあります：

- 十分な下士官経験
- 中級下士官が条件を満たせば、中尉 / 中尉（Marine）として任官される可能性があります。
- その他、リーダーシップ実績とLEVEL要件を満たす者には適切な階級が授与されます。
